Mariano grew up in Leon, as his father was transferred there, serving as a jurist. Mariano attended the Jesuit school for ten years, and later enrolled in the high school in Vigo, after which he enrolled at the University of Santiago de Compostela, from which he graduated with a law degree, and immediately decided to enter the competitive examination which he needed to pass in order to work in the Spanish civil service.
