The oldest of three sons of Debbie and Robert, who died in 2011 from a brain tumor. Growing up in his hometown, he went to the Eggbuckland Community College, and later enrolled at Plymouth College; he could have gone to Brighton College, however, his father was against the decision, as Tom would be far from home.
Tom had focused on diving from an early age; starting when eight years old in 2002, as he was brought into the competitive squad after one of the coaches spotted his talent. Tom made his competitive debut in 2003, at the National Novice Championships, in which he won a medal in his age category. After that, he participated in Southampton, where he won the 1m, 3m and platform events.
The following year, Tom participated in the National Junior competition, and the youngest winner of the platform event. As he grew older, the events became tougher, however, he would win several even when competing with older divers.
